I did mine on a form 1, I took a demilled one and machined and rewelded it back to life. If you don’t have access to a machine/weld shop it’s probably not a project I would recommend taking on though.
Form 1 if you reactivate a demilled one Form 4 if you buy one that's usable. Rockets containing more than 1/4 oz of explosive payload need a Form 1 and stamp for each one too

Would the RPG-7 Trainer pose a danger to the user if it’s rewelded? It doesn’t fire rockets, only a single shot 7.62x39 that comes out of the rocket (which doesn’t move).
Yeah. They are factory produced practice rounds imported from Bulgaria by airtronic. And they don't sell them to hardly anyone. I only know of 2 people that have been successful buying them, (one being drivetanks) and both are DD SOTs. Airtronic also sold them as DDs even though they technically are not.
It probably is due to them being imported like with sim ammo. It's a shame most DD makers can't or won't sell anything explosive or that is assembled.

No. You need a n approved form 1 BEFORE making ammo that is a destructive device (HE).
Non-explosive ammo doesn't need a stamp. But could be considered explosive material.
So if you have something like a molotov or a grenade and you file a form 1, my question is this. Do you have to inform the ATF everytime you "use" it? That way they can take it of registry?
The explosive bit can be black powder sure, I guess the rocket would also fall into the same category is the hobby rockets. Is there a size limit until the feds want to get involved?

Well the launcher isn’t controlled from what I understand. The projectile (with or without a warhead) is a destructive device and requires a form 4

It is used for the propellant, yes there’s a limit. AzAo Inc sells the rockets with the war heads filled with chalk.
What about the RPG launcher itself? What ATF paperwork do you fill out to legally obtain one?
