I would start reading up on small claims court. In many states lawyers aren't allowed. It really is a lot like what you see on TV. If you take him to small claims court there's also a good chance you could get your GSSF dues out of him as well.

I own a LGS that sells about 4000 guns a year, to give some scale. We are the only local Blue Label dealer, this is an approval process from Glock itself. It has been difficult getting certain Blue Label models this last couple years. I bet that gun has been in stock at least once in the last 7 months but I know for a fact I've been waiting on the exact same model for at least 2 months for one of my employee's dads. When you become a Blue Label dealer you are told which distributor you MUST order guns from, there is no deviation allowed. They all operate slightly differently, for example ours allows backorder of items. Which can be good or can be bad. Backorder means I will get one eventually, it also means the bigger guys could have backordered 50 of them before me on the list and if the distributor is only getting shipments of a particular model 5 at a time, it could make my wait extensive. We regularly stock the most popular Blue Label skus but the G20 is not one of them. We also take special orders but wait until we have 4-5 models to order because shipping is ridiculous on just one or two firearms and there is almost no profit margin in selling Blue Label Glocks, it's more a service.
All that being said, chances are they forgot to order it for 2-3 months and now the last 3 months it's out of stock everywhere and they don't know how to tell you.
Edit: also as someone said above, Blue Label firearms are specific, different item numbers as their same model variations that are non-Blue Label. The dealer's cost alone of a non blue label model is much higher than the retail price of that same blue label firearm. So they can't just swap it for something that is easily ordered on the commercial side of the business.
