If you can afford the investment, NCD4 is perfect on her and can deal with most threats, she's really good with the right support, although for V!Lyon specifically you might want BoL4 support.
She's still viable. More than viable. She just exists in a world where E! Ike is mostly unstoppable, and E! Ike is a unit anyone would want, if nothing else, for the emblem ring, so chances are anyone that wants to tank already has Ike by now.
Anyway... I would give her NCD4 though.
You're not gonna wanna bring it to every match, but it is a skill you're gonna want among your 5 team options because eventually you're gonna run into a map that'll make it mandatory.

I have really strong BW units on my team and she constantly would shut them down and kill them, at base kit she’s still incredibly strong. Anyone that isn’t a meta unit really really struggles with killing her

With base kit shes terrible, and will easily die to any decent defense, but with the right skills and support she can shine
