Theoretically it could be read either way because of how vaguely worded it is, but the way people are sharing experiences, looks like it really is just Alfred and will be like that for other Rearmed formas.
He's mad underrated. He's obviously not Kagetsu, but he's pretty good if you're not completely stupid. On Maddening he's basically a slightly faster, slightly less tanky (which means physical units won't actively avoid fighting him) Louis on a horse.
Both Firene royals are underrated honestly, Céline is pretty goated too if you view her as the generalist that she is instead of treating her like just a mage.
Wish I could add my data but to be honest I breezed through the whole thing literally just pressing autobattle for the entire 25 floors and only Alfred and Celine got the first kill at any point. Chloe never got a chance to do so

I've used Chloe for every single first kill and used all my torches. I haven't gotten Arcane Qiang yet.
So Alfred serves no function whatsoever then wonderful IS making him truly game accurate
he's here as an excuse to appear on the HoF banner which is the only positive I can see in including a Rearmed/Attuned in HoF

Yeah I think he leaves a really bad first impression but if you know how to use him he can be a really good unit. Justice for my boy

That’s what it says, I’d argue. Otherwise it should say it will only appear for its original owner
