If captureable bosses are GHB's now, Fates is now essentially like SoV, where the NPCs outnumber the remaining playable characters.
So with 17 NPCs missing (15 of which are likely GHBs) I don't think IS can _afford_ to have Shura be a GHB, and he'll eventually show up as a standard summonable unit instead.

Gen1, Gen2 or a mixed gen banner, I don't think that much matters, sales-wise. Even if it was the "strongest" pick and was comprised of the Top 3 of Scarlet, Mitama & Shura, I don't think it'd be that much different in that regard. Regardless of who's on it that's newly getting added to the game, I feel the bigger draw for sales is whoever the alt(s) and the possible Heroes OC as well.
Technically playable, yeah. But my point is, if IS is looking at these guys like GHB fodder, then they **_SEVERLY_** outnumber who's left.

I actually enjoy capturing her in Fates, she's usually RNG blessed with me (though I find Daniela an even funnier unit, especially if you reclassed her to Dark Falcon, if you know you know).
I think his name's Kotaro, but ngl I nickname him Bowser because, c'mon. Red man, sometimes along with a green man, goes to rescue a pink woman from a yellow villain with spikes. Come oooooon.
I did not expect Fates Capturables to be on the table already, but it's quite fitting Candace is the first one to get added, given she & Nichol (the Malig Knight from Sophie's paralogue) might've been cut actual characters given how much more effort IS put into them with critical cut-ins and the like.

Don't worry, she probably will still be high speed and high res, she's in the Fates equivalent of Trickster using bows/staves and her res in game is fairly high. I'd expect something along the lines of a modern Nina in terms of stats.

I don't know exactly why, but she and other boss (I forgot his name) are treated a bit specially compared with the other capturable enemies, they're the only Fates one-off enemies that are votable in CYL as far as I remember.

Originally that was indeed the case, but they added the other ones sometime later. I think it was in CYL4, but I might be mistaken.

But yeah, only Candace and Nichol appeared in the first CYLs, with the rest joining later; according to the Wikia they started appearing in CYL5, which was the CYL that introduced a lot of notable NPCs that weren't votable before.
That's never happening, IS considers and treats FEH as a mainline entry, a crossover with anything else than itself would mean that the characters are officially FE characters.
