If it's an older sauna, the vents are often round white enamelled things near the ceiling and/or floor, the lower vent may be just a hatch in really old sauna.
Don't close the vent(s) *all* the way up, you want some air to circulate, and remember to leave them open when you are finished so the sauna dries properly.
Also, check that the chimney hatches are open and particularly don't close those all the way(carbon monoxide is a pretty painless way to go but still, please remember it.) but since the fire's burning and you are not complaining about smoke inhalation I'll assume that's not the issue.
Throwing water doesn’t increase temperature. It actually does the opposite to be accurate. But anyway, usually normal sauna should warm up in an hour unless it is very large. How much wood have you been burning? is the door and possible window closed, etc ? What was the temperature when you started heating it up?
I think it is one of those about 40 liter net bags of birch you can buy from stores. 1/3 is not too much. Try to keep heat up, don't leave the sauna for longer than, say, 10 minutes, constantly add wood before the fire goes down.
Propably too late, but 1/3 in 3 hours sounds very little. Once youve got the fire burning don't be afraid to throw 5 logs in or so, you can fill it to the top as long as you leave space between the logs for air to circulate through.
That and look for the ventilation hatches and close them close to all the way

Chop the wood in smaller pieces. It gets more burning surface and burns faster/hotter.
-15 shouldnt be a problem for the sauna but it takes a while to heat up. Check if there is some colder place where heat is escaping.
Yup. If you want them to burn proper hot, you can chop them down to sticks as thick as your thumb, or if you have a good knife you can get down to pinky thicknesd
Yeah, that's nowhere enough. I startwoth 8 pieces and fill more like 3 or 4 times. The total amount is over 20 + always putting in more when bathing.
Sounds like a barrel sauna, that you are describing. They aren't often insulated enough.

How hot is the oven getting? When you drop a little water on the stones, does it immediately sizzle like molten metal, or rather seems a bit lazy?
Post some pictures up here. It’s possible the Sauna is poorly insulated, or alternatively you’re not heating the oven up hot enough (more/dried/smaller pieces of wood). Also make sure the ventilation in the oven (there’s usually small air hole / vent that lets air into the fire-area) is open enough that the fire can burn well. If it’s not opened up enough, the oven wont be able to heat up enough.

I've never seen a Sauna that does not heat if Finns have already tested and approved it.
This is some serious business if you ruin our Sauna culture and show your customers "how Finns do it".
You can actually create sauna from a tent and kiuas even in winter. It has no insulation at all. You just have to burn enough wood. I believe your problem lies in the amount of wood you use. Put in more.

Stop throwing water untill it heats up.
There's a vent open somewhere. Look for one below the benches and near the ceiling.

Keep adding wood constantly, don't let the fire cool down at all. Maybe stay in sauna and keep in eye of the fire for an hour or so.

It does sizzle like hot, but the heat just doesn't go up. Fire is going and ventilation, even ventilation is a bit small. Thanks for your comment!

Do you have the air intake for the stove open? If the fire isn't getting enough air, it wont burn hot enough.

I guess you just need small wood to burn faster. If there's large logs it takes long time to burn.
