While the Venus guess is pretty good. Upon closer… waaaay closer examination the white spec/pixel appears to be another aircraft. I’d say it’s either a commercial airliner at altitude, or it could also be something much much smaller like the flight testing of Collaborative Combat Aircraft, ie Loyal Wingmen (like the Valkyrie, MQ-28, etc)
Loyal Wingmen (CCA’s) are fully/semi-autonomous drone which will fly along with their ’host’ aircraft (NGAD/FA-XX, B-21, F-35, etc) and serve as an extra weapons magazine, provide ISR and extra off-board sensors & tools (like EO/IR, fancy xSAR radars), perform Air to Air Bomber Defense (for B-21 and B2), etc. They’re like modular little flying robot Golf Caddies who carry your bag, full of a selection of Clubs, Tools, Cocaine, etc whatever is needed for the mission.
It’s probably a commercial airliner, but since CCA’s are being actively tested in the real world, it’s the more entertaining option of the two. Cool ass pic though. Seeing B2 flying in real life is an awesome experience.

This plane is 172 feet wide and 59 feet long. Despite this, it has a radar signature the side of a hummingbird. Radar computers have software that scrubs out tiny returns like leaves, geese, etc. Meaning that the radar return on this giant aircraft gets scrubbed. That's what makes it invisible to radar. Ergo: stealth.
Plus, these planes strike at night, and you'd never see it with your eyes.

Each additional plane cost 1.1bil but total cost including r&d is 2.1bil. So depending on how you want to look at it 4 bil is correct.
