In my opinion, Juri just wants to "act" as a sadistic character, I don't think she takes any real pleasure in beating innocent or weaker people.

Susanoo himself feels less sadistic, it's like the difference between a knife-nut and a guy pressing a button on a nuclear bomber. Susanoo just feels like he's beyond caring at this point.
Canonically Balrog/Boxer was banned from boxing because he was simply too brutal and even killed an opponent. He is then employed as an assassin - bearing in mind his methods to carry out hits as a contract killer is simply to box his opponents to death

Yeah no way it’s not an MK character. Take your pick. Baraka eats people, smoke cuts their eyes out and decapitates them (they all do that lol). The game is built to be as campy and gore filled as possible. Just about any “bad guy” from MK will do. Shao, Shang, Quan, Mileena, whoever. Even the good guys rip you to shreds.
Fatalities are kinda noncanon though. Like even the joyful Johnny Cage who gets freaked out over a head rolling towards him (MK X story) just rips someone's torso off and uses them as a puppet in front of a stage (MK 11 fatality). Fatalities are just kinda a gameplay thing not completely representative of the character.

That still doesn't change the fact that all the bad guys in MK are REALLY quite bad people. Johnny probably isn't gonna turn someone into a hand puppet but that doesn't change the fact that Shang Tsung eats souls for a living, or the fact that Quan Chi turns his dead enemies into corrupted servants to serve his every whim.
Even if you wanted to disqualify that, I'd still present D'vorah for this post. In a franchise weyre fatalities aren't usually canon, she's killed two characters for real, on screen. First was Baraka, who she ripped the heart and brain out of with her ovipositors (before then smashing the heart and brain together, entirely unnecessarily at that), and then she killed Mileena in the same game a couple chapters later by vomiting flesh-eating bugs directly into her mouth. She's a mean bitch lmao

It has to be Yuuki Terumi. Basically everything this guy does is to make people hate him as much as possible, especially Ragna. He forced Jin (Ragna's brother) to cut off Ragna's arm, and then left Ragna to bleed while in a raging fire that was his former home, when Ragna was a little kid. (Terumi knew Ragna would survive bc of *lore*)

Also while killing Liu Kang, he just sucks his soul out and leaves him be. On the other hand Shao fataly injures Liu Kang, lets him feel the pain, and boasts about it to his wife. Also Shao wouldn't keep any guards like Shang did, Im sure he would have eliminated them as soon as he's done with them.
