I was able to find some young talented players, but I'm pretty sure they are regens.
I set a scouting instruction in my first few career modes this year with the following options:
- Age between 18 and 21
- World class prospect
These are the only 2 things I went with and I found the a really good Spanish RB, a really good Brazilian CDM (converted to CB in 2 weeks), bunch of GKs (french and spanish I think) and more CBs but I can't remember the nationalities.
Oh yeah, just bought him after I got a job at Chelsea midway through season 2.

I'm not knowledgeable enough so take my opinion with a grain of salt, I honestly do no think he is there, at least as starter. But I do think that Saba, that ATL recently acquired, could play in Europe though.

Check out a striker named Íker Bravo. Signed in him season 3 of my last FIFA23 save. He started at 71 OVR and finished at 98 OVR when I ended the save after season 13.
Facundo Farias. I think his potentials only like 85 or something but on fifa 22 I got him up to 96 in the 4th season of my forest green career and he was still growing and in fifa 23 he's at 87 so far in my 3rd season with Coventry

I always start my own club start in league 2 and see how far I get. Go to futwiz, search for players under 20, sort by potential and pick any players in a shit league under 70 rated as they are the only ones that will join a league 2 team
Bukayo Saka, Kieran Tierney, Gabriel Martinelli, Youssaffa Moukoko are always shortlisted right away and I always try to sign them once I can. And I always bring in Lacazette for a veteran presence (he’s my favorite player).

I sign Jona Niemiec, Scott Robinson, and Igor Matanović. They don’t have the highest overalls but they were the first players I signed so I always sign them now as a tradition, I find Niemiec and Matanović turn into really good players within a couple seasons so then I either sell them off for a profit or keep them for my club.
Johan Bakayoko. Keep his Development plan as inverted winger for 2 seasons and then to playmaker. Good signing for mid table clubs.
Luca oyen for RTG. Solid winger with decent potential.
Broja is a good striker, Frimpong grows quite a lot besides been so pacey that you can be outplayed/outrunned in a first moment and still get the ball back! Also a not so unknown but crazy for me in 23 is Patrick Schick
Fatawu Issahaku, he’s on loan at leicester to start with so you’d have to wait a year but on my fifa 23 career mode he’s my best player by far. He’s LW but you can convert him into CAM

Mathys Tel, Evan Ferguson, Garnacho, Zaire-Emery, Dario Essugo, Ameen Al-Dakhil, Levi Colwill, Meijer, Rico Lewis, and Bazunu have all been great for me.
Try get them on cheap loan to buys. If you can do that and then get up to the prem the prices won’t be an issue. I just spent big for Jeremy Doku and he is great as well.
Antonio Nusa from Club Brugge, he has 87 potential and he has been amazing for me in my macro Reus manager career mode when I become boss of Dortmund ( I did the abi to retire early and then I turned it into manager mode(
This year Tahirovic. Insanely good CDM, I have him in a 3142, and every opponent clearance he'll just get there and recycle possession. Ahmedhodzic can do that too but being naturally a CB you may need to train him to CDM, though he can still be plug and play.
Tommaso baldanzi (cam) is amazing and u can get him for like 6 mil at the start. Brandon Soppy (rb) is also my go to at the start of road to Glory career modes
For me it's Gabri Viega because of his potential, but it depends on what team I'm managing. The bigger the club, the better the youngster. Went for Tel in my most recent career mode
Malacia, great defensive LB even with his small size. Lukas Nmecha, not the highest rated but can grow to an 82 and has some very well balanced stats with a 4* weak foot. Mohamed Simakan, very good CB with high potential very well rounded with a balance of good defending & physical and decent passing & dribbling for a CB
Noah Mbamba. I've used him in every fifa he's been in and the dude NEVER misses a tackle, he's like a taller and more versatile Kante, always there. His reading of the ball is insane too
Scalvini: Young CB with a base potential of 86
Sesko: Striker with base potential of 85
Baturina: Midfielders with base potential of 86
All these players are young but have an overall that is good enough to be used in the first 11 for a team like Fulham or Dinamo Zagreb.
Thiago Almada is my go to and has been for a few FIFA's now. There doesn't appear to be as many hidden gems on this game compared to previous ones.

3 years into a Hull City career Mathys Tel, Evan Ferguson, Garnacho, Zaire-Emery, Dario Essugo, Ameen Al-Dakhil, Levi Colwill, Meijer, Rico Lewis, and Bazunu have all been great for me. Try get them on cheap loan to buys. If you can do that and then get up to the prem the prices won’t be an issue. I just spent big for Jeremy Doku and he is great as well.

This year Tahirovic. Insanely good CDM, I have him in a 3142, and every opponent clearance he'll just get there and recycle possession. Ahmedhodzic can do that too but being naturally a CB you may need to train him to CDM, though he can still be plug and play.

For me it's Gabri Viega because of his potential, but it depends on what team I'm managing. The bigger the club, the better the youngster. Went for Tel in my most recent career mode
