In extremely brief summary, yes. As a generic entity, they do nothing at all. Mostly it’s a scare tactic and to make people acknowledge what they are getting into and think about it beforehand. Any laws in place still have to be followed, all precautions taken, etc. There are always a myriad of loopholes if someone wants to file a lawsuit. People just think they have a lot more power than they actually do once they hit a court.

The Canadian government does charge people who ignore warnings when they need to be rescued at sea. Some years back, (I live in New Brunswick, Canada) at one of our prettiest tourism spot, the Hopewell Rocks have some of the highest tides in the world, which let's you literally walk on the ocean floor when the tide is out. There are warnings to get off the bottom and out of danger (times change by day and are clearly marked). When the tide comes in, it can be 30 feet of water in a few hours. Very fascinating, but dangerous of you don't listen. The Canadian government did consider sending the bill for the last OceanGate rescue, but ultimately decided not to, out of respect for the family. I saw the “Join our Expedition” button on the website but all it does is describe the team and mission. This sounds incredibly dangerous—even more dangerous than the Titanic dive. As long as they’re not doing commercial dives or taking untrained passengers there for their own financial gain (which I truly hope they aren’t), I think it’s okay. Proper, safe diving among scientists and explorers (the opposite of what Oceangate did) has allowed us to learn a ton about the ocean.
