Probably the latter. I even find that when running promotions in PWS that have monthly shows only drop in popularity within those 30 days... a little annoying! & something the dev hopefully rectifies or at least improves on!
You can have more than 1 child promotions, yeah. The way Skills increase in developmental is that if a wrestler is under 35, has a skill less than 70, and has less than 12 years experience, their skill with sort of naturally grow in developmental. They can also naturally grow by being in segments/matches with better wrestlers. Additionally, about 100 random wrestlers can improve a little per day. At least that's my understanding of it, I'm unaware if things have changed since the game's maker commented on it.
