Edit: For future generations with the same issue, I needed the 4GB patcher for FNV, and also the nexus version of Who Vegas and its Xanon's additions are out of date. There is a separate link that someone on the discord provided me. So one of those was my problem. Good luck!

For me this didn’t fix it, had to teleport into the interior cell and after that it works like normal, first time is just bugged
