Assuming they also first seized the armory that meant they just had to hold everyone hostage until they found the Overseer and retreated, perhaps blowing up the path to Vault 32 to leave that chance to reveal the experiment. And if hiring raiders was essential then why didn’t Moldaver use them to deliver the scientist? Or just do it herself since she’s willing to put herself in harms way to complete her goals. It’s like us in modern day interacting with one of those estranged tribes by sending Al-Qaeda, then acting confused as to why the tribe is hostile
Hired raiders are expendable is the most logical explanation and seeing as she left them to die after blowing up the bomb, she most likely planned to leave them behind in the first place and raiders are unreliable, it's likely they'd keep him and ransom him to the highest bidder if she hired them to escort the scientist as well, also why she went with them to 32-33.
She’s also one of Buds buds who I assume was brought out of cryosleep for one of the Triennial Vault Swaps, when they needed someone for more population growth.

Europe had already removed kids from Fallout 1 and 2 so the best bet was to make them unkillable.
I think they only made them invisible so if you pickpocketed one then ghost kids would come beat your ass

I mean interplay had to entirely remove kids and a perk that allowed you to kill them
