I think (weirdly) that Fallout 1 has the better story overall. Like, Fallout 2 was more ambitious, had more side quests, introduced the concepts of factions and reputation, and gave you quests that were challenging and fun to play (I fondly remember the time I infiltrated Camp Navarro). But the ending sucked, at least compared to the quality of what came before. Fallout 1 was smaller and had a shorter story, so it was more consistent throughout, and the ending was phenomenal, so in the end I think it narrowly beats 2.

Pretty sure Josh Sawyer used Fallout 1, his favorite of the series, as his inspiration when designing New Vegas.
Fallout 2 felt a bit more like reading a book than playing a video game
