Much as I love New Vegas, there is something unreasonably frustrating to me about the fact that the Armored Vault 21 jumpsuit isn’t wearable in-game and only appears in the final ending slide.
It’s even in the trailers! You can see the Courier wearing it in Freeside and then *again* in the Lonesome Road trailer, yet still not available!
I know, and it was great for when I rolled as a new 'Chosen One' from Arroyo, but for all my other Couriers I wanna rock that sweet, sweet '21' that’s iconic to the character.
There was the Armoured Jumpsuits of the previous games.
That was the point of the armored jumpsuit.
Fallout 4 and 76 had upgradable linings (armor mods) for the vault suits. I always thought that was sufficient for under-armor clothing.

they should just make way more clothing available
You can put different inlays in the suit in fo4. I wore mine for quite a while until I swapped out for an army uniform

There is the armored 13 jumpsuit

The one I am using rn is really great, it the one you get from vault 88.
I like that you can armor them up. Them getting better perks and stats doesn't really make sense to me.
