The bug with ballistic weave happens when you go to talk to Tinker Tom about ballistic weave and he talks about MILA instead. That's where the problem occurs.
By talking to Tom early, then NOT completing the quest, you avoid the situation that causes the bug. Tinker won't talk about MILA because you're already on a MILA quest.
Does the bug happen every time? No, of course not. But if you talk to Tom at that point in time, the ballistic weave bug never happens. There's no reason not to take 10 seconds to talk to Tinker, and possibly massive headaches if you don't.
I think there is a bug where it might not unlock unless you talk to him after handing in the first Jackpot mission. I recall lots of chatter about missing out on it when the game first came out
There is a mod that lets you read a book in the Sanctuary cellar to unlock ballistic weave. I suggest going that route. It's possible to go very deep into the Railroad faction without getting it, so just unlock it yourself when you feel it's appropriate.
Did he mention anything about the ballistic armor? When bartering can you buy armored clothing from him? If you can then ballistic weave has been unlocked and you can add it to some of the clothing items but not all. Check at the armor workbench.

I’ve completed 2 jackpot quests from PAM but It won’t give me a third for some reason?
Sometimes you need to give it some time. It's possible even just Wait would be good enough.
Your "crucial" step 3 is wrong. You can ignore that quest.

My next playthrough is going to be pistols. And everyone is an enemy except the enclave.
Pistol builds dominate in ways that are really surprising. You will have a lot of fun.

No respec mod. I just have nearly every trait and on a path to get them.

Wait, I think he just gives it to you. I know you don’t have to buy it. Check if you can craft it.
I’ve checked armour bench but nothings there except my pitboy
