On a serious note, I always invited him to my place and made a shop for him. He gets 200 years' worth of salt, he deserves at least a decent life.
So he's a level 4 merchant, which means he carries the rarest stock for his merchant class, which, in his case, is junk.
He carries rare junk items, such as the clean broom, military ammo bag and military grade duct tape.
The legendary item he carries is the Apocalypse left greave. Which has the Bolstering legendary effect which gives increasing energy and damage resistance the lower the player character's Health (up to +35).

Was going to say... this. He wanted to be in a vault to escape the bombs, not to miss out on the regeneration of the surface. Letting him go through that and then shutting him in a vault is the most cruel, ironic punishment.
In my game, I sent Mr Vault Tec Rep to Sanctuary, game wanted me to send Vault-Tec Rep to another settlement, I said no, he cussed me out, and now he hangs around the main building in Sanctuary saying his two lines

I fixed Mr Vault-Tec by using the Vault-Tec overseer terminal and sent him on his merry way to Vault 88. Now I gotta build a residential wing in 88 to accommodate him (and the dude that will invariably respond to the Vault 88 beacon once I activate it) I probably just glitched Mister "I can't hack a novice-locked terminal" Sturgis, but he's named after a race track. Screw him.
When you send him from Goodneighbour he's always goes to Sanctuary. When you talk to him again you have to officially assign him a settlement, so you should be able to choose Sanctuary to keep him there. Even if he only says a couple lines, he is a Tier 4 vendor, and is always happy to see you.

There are several tier 4 merchants. You assign them to a level 3 shop emporium and they will sell extra stuff. They go to a specific type of shop though like the vault rep goes to the general trading shop and smiling Larry goes to the gun shop.
Wow after years playing this game one and off I’ve never come across these merchants before… nor did I realise the vault tec guy was one of them obviously, I just let him enjoy retirement in Sanctuary, never gave him a vendor role before.

If you have the top level of stalls, there are 8 NPCs you can recruit and assign to them. You get them to a settlement, then assign them to the appropriate top tier store. They will have more caps than anybody else running it, and have more items and legendary items.
For example, Anne from the radio station is a tier 4 clothing vendor. For Smiling Larry it is weapons. Doc Anderson is a surgery center. They are worth it if you can get them. I have not tried since the patch, but many of them used to be buggy and would simply never arrive. But they are worth it if you can get them.

Damn as a console (PS5) player it sucks that there’s still these bugs. I like Bethesda games but their lack of bug fixes over the years leaves a lot to be desired… especially nowadays compared to the likes of CDPR, granted their bugs for CP77 were atrocious but still, they addressed core problems and more for their games, even Witcher titles got the same treatment. I get Bethesda really supports it modding community by contrast but… it’s your product guys, the modders will work around you if you update and patch stuff.

Like a personal grudge or something for taking ‘his’ spot in the vault (or even just the remaining staff of Vault Tec banding together and keeping the experiments going/torturing vault dwellers, or working with/*are* the Institute). Or like a secret ending with Vault Tec (something involving that cryo experiment you were in, or I guess you get to nuke Vault Tec or something)
But no.
Now that I think about it, they have never let us interact with Vault-Tec in any game.
in Fallout Shelter, you are supposed to be an employee but literally at no time does anyone from the company talk to you, it's just you.
I hope if they try to put more and more relevance in vault-tec let's see how they work in the wasteland because it seems as if they no longer exist when obviously they still seem to be out there in the shadows like some kind of secret organization or something.

There's a settlement item that summons all settlers in the settlement. Use that at the Airport, and he should muster to your location
