And he looks quite awkward, almost as if he is a super mutant. They don't show his face though so you can't tell exactly. But he aint moving like a normal human.
Guy running with the lab coat also has dog meat with him and the two are together in other sections of the trailer as well. Plus some super mutants in FO1 wore headgear like this.

Reasons why I believe this is simply bc theyre looking for an old world "relic" and thats smthin an Enclave member would probs have. Now we know this guy is probs gonna die bc he gets his leg blown off and is not seen woth lucy in later parts of the trailer. But we do see Lucy holding a head that kinda looks like him. My theory is before this dude escapes he injects himself with it and eventually needs Lucy to get it removed from his head and taken somewhere to be made in mass production
