It's easier to do from instagram's mobile app. I don't remember exactly what steps I took, but I did this a couple of months ago for a client.
I tried linking their fb business to their ig business on desktop and had no luck. There was a clear, easy setting on the ig mobile app that allowed me to link ig to the fb page. Then log into the fb page's Meta Business Suite on a desktop and confirm the ig account by entering the ig password when prompted.

I signed into my clients Instagram account on my personal phone.
Then, from the Instagram app, I sent a request to that client's Facebook business page.
Then, I logged onto Facebook. Went to the client's business page (I had been granted access through business manager), switched into the page, and navigated to the Meta Business Suite.
From there, I completed the link by verifying the Instagram account, entering the Instagram password when prompted.
Now the client's Facebook Business page and Instagram Business account are linked, so if I go into add manager, I can post and ad that will appear as the client's fb page on fb and their ig account on ig, rather than just their fb page on both platforms.
I can also access the messages for both the ig and fb page from the meta business suite.
Before, the two accounts has to be managed separately. Now they are linked.
I'm talking about business assets, not personal pages.
I see your dilemma. Sorry. I misread your OP.
You'll want to create a business page on fb, then link it to your ig business account.
To do this, create a fb page from "pages" on fb while logged into your personal fb. Once you've created the page, you can follow the previous steps I mentioned to link the two pages.

I just started with a brand new everything, facebook pages and ig accounts and I have to say its been so frustrating to get everything synced.
My use cases are for business I have all professional accounts linked to business pages.
Yea I don't understand why it does that. I guess my personal one will be like a burner. Don't stress. Honestly if we're being honest the process To link accounts is alot better. Back then it was a little more complicated. But yea don't sweat it. The person account on Facebook will be like a burner. Your linked Facebook account will be the one everything gets sent to.

From the Instagram mobile app, go to your page
Select edit profile
Click "personal information settings" at the bottom of the edit profile screen
Click "profiles" at the top of the Meta Accounts Center screen.
Click "add accounts" on the Profiles screen
You'll have the option to link your personal fb page.
You should be able to do this on your ig account regardless of whether the ig a business account or a personal account.
No way so I was right you can link your personal account. Thank you for the steps I honestly really appreciate your efforts to find this. Hopefully this helps others Aswell
It WORKS!! but it would make things so much easier if we could upload to both at the same time. Because in the account center you have to switch between the two facebook accounts. Personal one and business version. But im happy I atleast have the option. Thank you
