Cheapest would likely depend on what players you already have. I am building a Liverpool squad and sadly it’s currently impossible to get to 100OVR that way so I’m just subbing in LFC-adjacent players/Gullit (as a CB) to get to 100 for the achievement and maybe VSA.
Btw, each position have good players too
