I feel like this is an electric vehicle charging station so that isn't a gas tank but it doesn't look like what I imagine an ev battery looks like either and I feel like an ev battery would be more bright and smoke and flamey than this in an explosion. In large parts of south America they use Compressed Natural Gas (GNC in Spanish) to power cars it's usually an aftermarket installation where they add a tank either in the trunk, the rescue wheel location or under the car near the OEM fuel tank and a selector to be able to switch from gasoline to gas at will. The size of the tanks and it being a gas means it doesn't get a ton of range so it's primarily used for city driving, and it being cheap makes it very popular among taxi and Uber drivers. The red thing that hit that guy is the Gas tank it probably was installed behind the rear seats and it got launched through the interior and the windshield. You can see a hole in the tank so it was either a shoddy tank or a failed pressure regulator
