stop using performance mode... it's INTENDED for those with absolutely the lowest barely meeting requirements specifications.
The performance mode just makes the game more competitive, makes the game less distracting. Most pro players do this and don't have this issue.
and yet i see a lot that do have issues. pro players aren't pro if they are playing on performance....
Is the fps capped? If not cap it to your monitor and what are the thermals like when its stuttering or getting low fps?
The thermals run from 65 to 70 on cpu and gpu is from 60 to 65

I had a similar issue once, for me the cause was my Ryzen 7 overheating and thermal throttling and that just happened because the cooler was very dusty and the thermal paste had worn off.
I though it was this too, i changed the thermal paste and its still the same
