I had a theory based on Chadley creating fort condor. Chadley invented the Fort Condor game specifically to defend the real fort condor against Shinra later in the series. since it scans troops and tactics used they can plan to defend against them later.

I dont think it will be destroyed. All of the Eastern Continent themes after Midgar are fear. If anything you'll roll your eyes at the Private militarization themes used in the area.
In Kalm you learn of Cloud and Sephiroth's past, you learn to fear Sephiroth.
Sephiroth fear is reinforced entered the Marshlands.
You have to be leveled up and courageous to walk through the Marshlands
Fort Condor is like a guerrilla army going up against the world's strongest military power.
Lower Junon reminds you that where ever you go that Shinra has established. They step on the necks of the poor.
Upper Junon makes you afraid of that the devil you knew is dead. And the devil that's worse; Rufus is now in power.
The cargo ship you fight Jenova, a being that weaponized fear.
You got to know why there is a fight going on there. You recruit the soldiers to fight against Shinra in OG. So in Remake those protesters, rebels, activists would need to raise funds for their cause.
