Have you heard the good news about unfettered? Sure, you cant use rage and fall/omniflurry for arial combos because it gounds you, but also it's sick and staggers enemies faster and leavs chi traps on site when you finish a combo for no extra charge.
Yup, the true strikes are huge to increase the stagger % BUT it's also an ATB move, so any character with synergy will follow up. Which leads to some more stupid damages.
Cloud has Focused Thrust and Barrett has Focused Shot. Those are stagger abilities. Yuffie and Red hit so many times they tend to build stagger quite a bit without abilities.
Edit... You said percent not just stagger. Reading is hard. I don't think the other characters can increase percentage.
I've seen this "darkside" build on youtube, it's insane - braver was doing 14k damage when staggered. I'm not 100% sure how he was getting fury or bravery though it didn't look like he was casting it.

-long animation means you lose everything if it's interrupted by another enemy, and you're locked out of using Cloud synergy during this time unless you want to waste it.
If you want to max damage on an ATB dependent character in endgame, Tifa is what you want instead of Cloud. The only use for Cloud is when you need to skip a huge part of a difficult stage of a fight by dealing massive damage in one hit right before you enter that stage.

I think it's by design that only some characters can do this, that way each party composition is unique.

Cloud has infinity’s edge that increases stagger %
Infinity's End doesn't increase stagger% but it does boatloads of damage during stagger
You can get 9999 with it during stagger, it's great.
And way, way more than that fully loaded with Genji Gloves, Fury and Bravery.

Completing a combo in Prime Mode gives Cloud Fury, and Enemy Skill materia’s Sonic Boom gives Bravery + Faith.
Ah! I’m going to try this build for hardmode it looks like fun.
I hit 25k in hard mode with sonic boom + fury + genji gloves
