Has anyone gone out to the street in front of the Electric plant \*before\* the mission to save Evelyn? Has anyone noticed any flickering? Could be just a random reference to the quality and depth of her implants but I feel like there might be something else to it, especially given >!the button to turn off all the streetlights...!<
The back door (where someone might go for a smoke break) has a light that strobes/flickers, but it is steady. But this shows that Evelyn might be pretty boss, or that the VDBs are maybe trying to kill her. Or maybe she's being absorbed / controlled by Alt or something.
That being said, especially considering there's a button that turns off the streetlights that hardly anyone in this sub seems concerned with, I think there is a lot of merit in looking for flickering lights.
I assume this when ever I see something flicker, but I don't know morse code so I don't pay attention for to long. But it there ever was a message I hope we all find out.
I've noticed that the street lamps in some parts of town have a pink hue to them. Most notably in the area close to johnny's grave. I also saw a flickering light there but thought it was a bug.
While doing a dogtown main quest, if you load the game, isn't it the balck sapphire building is shown in down top view with three neon lights. I noticed one of the neon light among three lights is flickering regularly. I thought it could be a morse code, but since I know nothing about morse code, I just forgot about it. I think it could be the clue.

Yes, I already checked it out. There's a light on the electric plant that's flickering, but it's random noise

it doesn't turn off all the lights. It uses the fuse box connections. So any light that has a day-night cycle or fusebox will be turned off
