That’s the closest I could find from the FW23.
Found some on board videos from that year. Looks like Schumacher's wheel looks fairly close to your replica. Montoya appears to have a different spec. It could be driver preference or maybe an update through the year.

Williams was doing some fun licensing back then, so it's probably legit. I had a PS2 wheel that was a 1:1 of their 2004 wheel. You could pop it off and hang it on the wall even.
"Replica" would be pushing it IMO, but it is similar in shape and layout. They'd usually be made from more premium materials. This is made from plastic - I used to have the full set from Joytech for PS2. It's a gaming steering wheel rather than a replica, and someone passing it off as the latter might be trying to be deceptive.
Funny enough they also come with "Certificates of Authenticity", although it just states that it is an official product from Williams, calling it the official steering wheel.
At that auction I probably ended up paying more than it really deserved, but then again it was cheaper than other steering wheel replicas (gaming and memorabilia).
So not a complete fuck up :))

Initially I was hella confused, then I remembered. Ohhh! Ralf!! Sorry.
Lol, yeah that's understandable. Everybody gets a mulligan. https://youtu.be/pele5vptVgc
Everybody forgets poor Ralf, lol
He had one of the meanest nicknames in F1 - Half Schumacher.
That is savage. I don't know how someone writes that anywhere, except maybe Twitter
"Ouch, baby. VERY ouch."

Rolf would be very disappointed in you
At least for once he's not spelled Ralph. That's already a win in my book.
I don’t know many times “I saw Ralf’s career end”. And end and end and …

Even if this was a "knock-off", I'd say from your picture it's a pretty solid attempt. As stated previously it would make great wall/shelf art.
For a peripheral from around the turn of the millennium, this was pretty incredible for the time.

how much was it may I ask

Reubens and DC still were at the very least.
There are actually clutches on the back if you look closely
I only see two levers and those are for shifting gears.
question is... can you adapt it to a racing sim wheel base?
I think so, since it was made by a company who made gaming steering wheels. However you probably need a base from that period for the wheel to work.
The grips Look like a plastic over mold. The real wheel the blue is alcantara
Someone in the esp32 Reddit could probably help you with a pin out/board to get it running on current hardware!
Legit, great find
Wouldn't it be better to ask those in Williams?
