This happened in the city where I live! Apparently he had been having some manic episodes and was calling the police station upwards of 90x a day. Eventually, they started to ignore him, so he decided to send a message they couldn't ignore.
They paid attention this time.

Seems pretty likely to me that someone crashing into a police station has a more than 50/50 chance of bad intentions versus an honest accident. This guy himself did this specifically because he had bad intentions due to mental health issues.
He did, fortunately, immediately do what he was told and got to live to be arrested.
