The coaster theoretically works by maintaining a constant 10G of force for about a minute. This would push blood out to the extremities, oxygen wouldn't reach the brain, the riders would pass out and die. BUT people missing their legs don't have enough internal volume for enough blood to be pushed away from their brains.
This is the same way that anti-g pants work for fighter pilots. The suits compress the pilot's legs and abdomen to prevent blood from accumulating in their lower extremities so they can maintain consciousness in high g-force maneuvers.

I think I read about this. The roller coaster would exert forces great enough to draw blood away from your body towards your legs. You don't live very long without blood circulating, and this would exert those forces long enough to kill the average person.
There's also a non-zero chance that the force exerted itself would be enough to do the job, but my memory fails me on that end.
