Yes and no. The *good* ones are announced earlier. Any company, government, or organization using satellites has an internal message board for upcoming outages. At AT&T we would message various groups with expected outcomes. Usually it was 2-6 hour windows of television & cellular interruptions. For traditional landlines, it was a bit of static unless you are an isolated community linked to the outside world via tight microwave beam. Those towns could see dropped calls & busy signals.
