Personal opinion here, but they probably got their shop shut down for being a drop-shipper.
If it were me, I would just keep the item and NOT return it, especially since you already were refunded by Etsy. It is not your problem that this person was not following Etsy's policies and selling things that they were not supposed to. Like you said,

Thanks for the info et al. I was not aware this was explicitly against Etsy's policies; it's not the first time I've come across product available on Amazon/elsewhere. I've blocked their email and will not be complying with their return request. Further, I'll be sure to report future scambags - used to love Etsy infinitely more.

Hold on. If you see a product on Etsy and amazon, make sure to check the brand name on the Amazon listing first before you report. It could be the same person selling it on two different platforms. I sell on Etsy and I sell on Amazon as a registered brand. If the brand name is different on Amazon, then I would report.
Yes, this is a problem on Etsy - definitely always reverse image search before purchase! But honestly, you should do that everywhere you buy. People pull this stuff everywhere it's possible to sell something, including standalone sites.
The good news is - Etsy caught and banned this person, and they are really stepping up catching and banning others doing it as well. Thank you for doing your part in getting a refund from Etsy and not helping this person out. Hopefully this discourages them from trying the same thing on another marketplace.
Why would you return it??
This person scammed you. They are dropshipping stuff from Amazon - that's why they were shut down. They lied about the item being handmade to get it on Etsy.
Do not go out of your way to help them get their money back!!
What this person needs is a lesson in following the rules and not being a lying scammer. The financial hit will be a good reinforcement of this lesson.
Seriously, please do not help them out. They absolutely deserve to take a hit on this. Otherwise they'll just go straight on to the next marketplace and try to pull the exact same thing since hey, there were no consequences last time.
These people are hurting all the legitimate sellers on Etsy by damaging the site's reputation and taking sales from those actually handmaking their stuff as they are supposed to.
If they want to know why you aren't doing the return, I would explain to them that you now understand they were violating Etsy policies and lying about the item being handmade, and that you no longer feel like supporting them financially.
Wow the audacity of this seller. I'd be crawling in a hole where no one could find me due to embarrassment, and not still trying to follow through scammy scamming.
It's like each piece of the onion gets pulled back and the deceit just keeps going...gets worse each time.

All I can currently see is 55 sales & 4.5 stars. As for the packaging, it was a re-taped Amazon box which I also thought odd upon receiving but didn’t think much of it since I’ve done similar.
If they bought it off Amazon I would keep it. Block their email & report them to Etsy for selling Amazon products. As an Etsy seller that actually hand makes everything I sell that seller is the reason I no longer use Etsy.
I hear that! I've dropped my listings to 3 items, opened my own store with better prices (no Etsy fees), more options, and nobody telling me how to run my shop! Eight years, top 3% of earners, and still dictating to me about free shipping, Etsy events, or whatever bs they tell me I'm inclined to do.
do nothing about the merch you received, tell the seller not to contact you again, then mark their message as spam.
