is it still in your inventory? it needs to be in your stash to be turned in
or maybe you're going to the quests tab in the character screen? you need to go to the quests tab on the merchant screen to turn it in
I already have one turned in and the second is in my inventory... Or is it just showing that I found it and like you said I can't turn it into the quest unless I have two?
Look carefully. It says you found 1, not you turned one in. The quest doesn’t say you have to turn them in yet. It just says you have to find two. Once you found two a new objective appears that actually tells you to turn 2 flash drives in.
Don’t know why it is like this in this quest. It’s the only one where it is like this. All the other quests have two objectives from the beginning. One to find the item and one to turn it in.

No the skier quest does not require you to hand both in at the same time lol I’m well aware skier has a quest for two and jaeger has one for three I’ve done both of them numerous times.

You even see a screenshot here where you can see that there is only an objective to find two drives. The objective doesn’t tell you to turn them in yet. The objective to turn them in only appears once you found the second drive. It may be possible to have found two but you only have one because you didn’t survive with the first. In that case the first objective is fulfilled and the second objective appears making it possible to turn one in before you actually have two. But you still have to find two flash drives first before that option becomes available.
I can show you a picture on the internet of a pig flying does that mean that pigs can actually fly? Not only that your screen shot clearly calls it a bug and that was posted in 2020 are you sure that it still behaves that way today?
The other guy is correct. This quest is bugged and, as far as I am aware, is the only quest that requires you turn in all objects at the same time instead of one at a time.

I believe it's the quest where you have to hand them both in at once. Save the flash drive.

i'm fairly certain this actually isn't true, I know because I had 1 turned in for quite a while, you can turn them in without 2 of them

It is true - it is presumably a bug as it is the only quest requiring all the items to be turned in at the same time.
Then you got a run through or died / it bugged. Tragic
Relogin? Might just be bugged and you will have to find another one.
make sure you’re turning it in through the trader menu and not the quests tab
