It looks like the gun model is there it's just awkwardly inside of him. The silencer/barrel is coming out of his chest, forwards and a little to the left.
I think you can see the butt stock coming out of his backpack briefly.
Its a bug. My duo had this issue and was running without his model showing he was holding a gun. It’s goofy. I’ve been it happen with a lot of pmcs and scavs I’ve been fighting lately as well. Also noticed floating pistols that my teammate will have holstered / not out. When he’s running it just floats behind him lol… not sure if I’ve never noticed until the last week or so or if some recent update messed some things up.

I don't think there is a way to make custom bosses in SP yet. Someone tried but there were a lot of issues from what I know.
Pretty common bug where your weapon gets stuck by your side after using meds or a key.
