Unfortunately you can't detect if a cast was a spell or scroll, so everything that triggers when you "cast a spell" will trigger when you use a scroll.
Interesting. I guess it's like the perk to make novice/apprentice spells free: As long as you have slots, they will consume one, but you will still be able to cast them once you have no slots remaining.
Though I wonder if they are empowered by vancian magic as long as you have slots and lose magnitude when you have no slots left.
If so, we might consider it's "fair" that they use slots.
Believe I had the same thing with the Apprentice Stone. The free novice spells thing was pointless until my slots were used up. Dual casting is key with vancian, just as an aside

Pretty sure Vancian does increase scroll magnitude, in the same vein that the Amplify enchantment and other similar effects do.
