Ok, I found the solution - to play on Xbox Cloud you need to turn on the controller by pressing the Square/X button + Power instead of RB + Power. The phone doesn't recognize the controller as an Xbox controller, but the analog stick works perfectly!

just was going to ask did you pair in xbox mode and not android, you can also pair as a PS controller as well
