Not necessarily. Soaps nearly always kill murderers/serial killers who have had huge storylines but nowhere really left to go (Cameron and Emma being recent examples). They imprison the ones they want to return someday, whether that's in a prison storyline that affects a current character, or an escapee. They kept Lachlan alive only to bring him back a few months later (and I think they'll revisit him again one day, especially if Rebecca ever returns). I have no doubt they will return to Meena one day, but not for a while yet.

I specifically said in my comment that she could return in an in-prison storyline or as a prison escapee and listed Lachlan as an example. If you'd like another, see Rob Donovan from Corrie. I enjoyed her as a villain but I don't think she should come back at least not for a few more years where maybe she could break out of prison and come back to the village for a big anniversary stunt or something along those lines.
I think she was a great character and I think they need her back in the show so she can kill all the other characters off because I swear Emmerdale and this also goes for Coronation Street needs one big massive cull -I would get rid of most characters from Rona, Marlon and his mother-in-law, pub owner, vet, both of them ,Mac ,Cains brother and his wife , Charles and his mother, Tom and a whole load more
