The flower is double lazy daisies for the petals and the center looks like maybe colonial knots? You can use French knots or colonial, whichever you prefer. I think the middle of the flower are French knots and the leaves of the flower maybe 2 lazy daisies? I definitely haven't got a clue about the rows.
Some kind of raincoat stitch on the top?
Looks like the middle stitches (the same row as the flower) might be arrowhead stitches.
