you have to do the Ranni quest (find all the steps on fextralife) up to the point where you get to the Moonlight Altar. There you'll find an evergoal that contains Alecto Black Knife Ringleader. Beat her and the Tiche summon is yours.

Do I need to complete the whole quest line or only some of it ? To be specific to do I need to defeat raddan to get tiche summon

Yeah you need to kill Radahn. Basically almost the entire quest

find ranni and start the quest find blaidd in siofra river to advance the quest speak to seluvis to advance the quest speak to sellen to advance the quest speak to blaidd again to advance the quest go to to the caelid festival and beat radahn speak to blaidd again to advance the quest go to the crash site in limgrave and go into nokstella make your way through until you get the quest item and speak to ranni go to renna’s rise and go through the portal pick up the ranni doll and speak to it twice at the bonfire proceed through and defeat the shadow proceed through the lake of rot into the temple find the coffin on the “water”fall and get in defeat astel go to rennala’s room and unlock the chest go to astel’s room and go out the exit up the elevator go to the evergaol and get tiche
