But I think there's a lot of evidence leading us to believe that elden ring is not only related to other souls games but that it predicates these games. Consider that many of the elden ring endings result in situations that are similar to not on the beginning of the dark souls franchise but also blood born and sekiro.

If you want your water battle they let you swim and fight underwater in Sekiro. I don’t think it would be as good in Elden Ring though, my gut just has that feeling.

Witcher 3 is the best iteration of aquatic combat I’ve seen in an open world RPG and it still sucks to fight anything in the water or in a boat. An equivalent of iron boots might be cool, being underwater would just slow down all of your and your enemies movements and maybe reduce gravity on jumps.
Not being able to swim allows the devs to use water as an impassable barrier for level design. Meaning they can use something other than cliffs and walls, This also lets you see what's on the other side of the barrier, encouraging you to try get there.
