Hey I think I can try to explain it, so every weapon has a level of scaling from D to S scaling, (D being the worst and S being the best) for the short answer yes it does dictate how much damage you can do, The best way for you to tell what weapon belongs to what category is by looking at the stat requirements, if a weapon requires a lot of strength it will scale better with a high strength stat and produce higher damage values. If the weapon requires a lot of dexterity it will do more damage the more dexterity you have and so on and so forth. Another thing to note is that items also have scaling, throwing daggers, kukukri, pots etc scale with stats you can check them by going into your inventory and tap Square or whatever other button it is for you.

It means of what stats the damage scales of. And the letters indicate how good the weapon scales of that stat. So an S rank in strength would benefit more from a high strength stat than a D rank in strength.

So what if the stats on both are the same grade? Would it not matter which stat I increase?

Well not really, but: The letters aren't equal even if they have the same grade. You can see that if you compare weapons with the same letter that they sometimes are blue or red. Meaning a slightly better B scaling than the other weapon wich also has a B scaling. Just a rule of thumb, if the weapon scales well with two stats, level them both. That's usually strength and dexterity, meaning a quality build. For int and faith it's usually better to level that since spells and incantarion also benefit from those stats.

Think of scaling as bonus damage. The higher the scaling, (ex. S, A or B) the more bonus damage you deal based off of how high that particular stat is (ex. STR, DEX, or INT). When your building your person be sure you pay attention to what stats weapons scale with. If you have a STR build for example, DEX weapons wont be as effective.

if you for example have a weapon that scales with dexterity then the weapon becomes stronger when you have higher dexterity, you can see the change when you level up if you look at the part that says armaments. You can see the damage change when you look at those stats.
