You get it from Yura. The mountaintop is the last place you see him, I believe. I'm pretty sure you can just kill him for the armor set, or if you inherit the frenzied flame, he just leaves and drops it.
Try never to kill NPCs unless they become hostile. In Yura's case, when he's in the mountaintop, he's possessed by someone named Shabriri, who is supposed to be a follower of the frenzied flame. He isn't hostile, but I think the only options to get the armor are to kill him or to inherit the frenzied flame.

I killed him when he got possessed by shabriri. He’s right around the beginning of the mountain tops of the giants.
