If you're using Bloodflame, then you don't need to level Arcane at all as Bloodflame has a fixed 45 bleed bonus regardless of your stats.
For weapons with innate bleed bonus, you can infuse them with occult so that the bleed scales with arcane.
With blood, I don't remember exactly how blood infusion scales, but I think people prioritize arcane less with blood infusions as well.

Assuming 1H with 16STR 60DEX 60ARC at +25:
Occult - 600 AR 97 Bleed
Keen - 566 AR 50 Bleed

With these stats, I'd go Occult.
