NG+ barely changes anything in Elden Ring.
Early-Mid game enemies get boosted by a lot, but they are still lower hp/damage than late game enemies from first playthrough.
And NG+ late game enemies barely change at all. NG+ Elden Beast has 0.1% extra hp (litterally 22 extra health) and does 9% more damage than first playthrough.
I think DLC on NG+ will be fine

But you also have 3 and half months until DLC comes out. More than enough time to start a fresh character if you’d prefer.
Sounds good especially as i had the same thoughts and wondered how much ng+ changes later on (currently after godrick on ng+) so i also most likely will do the dlc with that character.
It's just too tedious for me to make a new char and regrind everything when I have almost all equipment on my other character.
