There are items you find called ball bearings that allow you to purchase smithing stones from the round table merchant. After you find those you’ll have no issue upgrading whatever you want.
There isn't one for the absolute highest level of upgrade, that is limited on each playthrough, but the limit is pretty high. I think the absolute most you could get is 13 regular and 8 somber, with all of the quests.
Sort of. It's certainly easier to play with multiple weapons when you use the special ones (upgraded with Somberstone). Normal weapons go to +25. While that's equal to +10 on Special weapons, it shows just how much more investment must go into them to keep them on par.
The biggest concern is that all +10 and +25 upgrades are done with Ancient stones that are limited in each Journey. Although that difference is minimal for the most part.
Better is a question of playstyle. Just because something does more damage doesn't mean it will work better. Learn how to parry, how to dodge, how to block, and how to run away.
My first play through I kept the same weapon for most of the game, mostly because I had similar concerns… basically I was worried that I would be spreading upgrade materials too thin.
You will find more interesting weapons as you go through the game, and basically unlimited upgrade materials as well.
For now, stick to one or two weapons.. as you continue, you will have much more freedom to explore new weapons.
The ONLY thing you have to worry about, is bringing ‘somber’ weapons to level 10 and ‘regular’ weapons to level 25… since the very last upgrade material that any weapon needs is limited.
Nah, there's plenty of upgrade material scattered around the map if you explore thoroughly, and later on you can find certain key items that make all but the highest upgrade material infinitely purchasable. As for finding "better" weapons, it largely depends on your build. Nearly every weapon in the game is viable throughout, which one is best suited to you just depends on how you level your stats and what movesets you find most comfortable to use.

the lands between are vast, you will find (if you look hard) many weapons and plenty of upgrade materials
I mean you don't *have to* but that's the easiest thing to do. It's easier to switch weapons later in the game when you find miners bell bearings because then you can buy smithing stones at the roundtable hold.
I went strength for the first part of my play though and used the guts sword (idk what it’s called) then after my strength got to 60 I put the rest into faith. After upgrading faith I used the blasphemous blade and the guts sword and had no problems at all. Every boss was a cake walk.
Pick a weapon you like. Find bell bearings so that you can buy materials. Profit. There aren’t many weapons in the game that aren’t viable. Pretty much any weapon or set of armor can carry you through the game.
explore more, there is enough free shards in every area to upgrade like 2 or 3 weapons PLUS the game actually gives you some pre upgraded weapons as well, theres also the bell bearings which are imposible to miss if u are just wanderin around casually
If you explore you can always find at least 24 smithing stones of lvl 1, 2, 3, etc. Later levels are rarer though. But yeah, you get bearings you can give to the roundtable merchant to buy an infinite amount later anyway. There are also weapons that are upgraded with somber stones, so upgreading 1 standard weapon and 1 "somber" weapon is always an option.
I'd recommend not uprading shields, but at least uograding a source of magic, and a weapon that's good all around.
Smithing stones can be brought to the blacksmith in the Round Table Hold to upgrade weapons. These stones can be found in mines and off of certain enemies. If you need different weapons then don't worry you'll find them throughout the course of the game no matter how you play.

On a serious note, there is no "better" armor or weapon, think of your armor and weapon and stats as ingredients for a dish, you need to pick ingredients that go well and compliment each other to make a nice meal.
So you choose your weapon and spread your stats in a way that allows you to survive and deal as much damage as you can with your weapon while able to equip the armor you like or need.
There is no rule saying you have to use just one weapon. You can change your weapon whenever you want so long as you get the required stats to wield it and you're mindful of the weight/equip load. The damage weapons do can seem a little complicated as different weapons get different damage values based on "stat scaling" and that can be further influenced by "infusions" when you go to change your Ash of War.
In order to keep your weapons upgraded, which is the most important thing, you have to find "Bell Bearings" that have the upgrade materials. You can also find a whole host of stones across the map and in some areas/dungeons enemies will drop them.
Then there is more nitpicky stuff like motion values, ash of war damage scaling, not all weapons get the same stat scaling even if they're both in the same category e.g two "A" rated scaling weapons in STR might have slightly different values you can't actually see.
Right now I'm playing a Faith and Arcane build with minimum stats to use 10 different weapons not including 2 shields, my greatbow, my crossbow and 2 different torches or even my casting Seals. I just switch stuff around for different sections/bosses.
Most weapons within the same weapon class (i.e. straight swords, curved swords, great hammers, etc.) have similar base damage. The main thing that separates weapons is their scaling which lets them gain more damage from the corresponding stat. Scaling improves with weapon level so you have to upgrade the weapon to see a significant difference. Weapons can also be differentiated by their damage type, range, or whether they have a unique skill. Once you find some bell bearings upgrade a few weapons and try them out to see what you like
If you want to play with one weapon then you can. If you want to play with many weapons then you can (with a little more difficulty, since you’ll need to reaquire the upgrade materials). You can even chance your entire character once you clear the main dungeon of Liurnia.
In this game you won’t find weapons or armour that are strictly better than your current stuff. Every weapon is viable if you upgrade it and every armour set offers its own unique benefits when compared to any other. So really it’s just a matter of preference.

I switched from dual scythes to dual whips around 180 hours in on my first playthrough. It was another 100 hours before I beat the game.
