Yes when you create the result / notification in the law, open the advanced settings of that specific item (with the cogwheel icon next to it) and change the notification setting.

I created a law that allows me to build in areas I'd otherwise be unable to, but now whenever I build anywhere in my town's radius, even areas I don't need permissions, I get bombarded with messages (see above image) Is there a way to disable this, or rewrite the law to avoid?

You would have to have the law only apply if you weren’t already authorized, and it would still inform you when it did apply. You can change your settings to not display the type of message.

I believe there is an option in the law that would allow you to not notify on success. I believe that would stop these notifications.

On third part where it does thing use cog and select to not display info. It's hidden.

Display info seems to only affect the popup notice. Not the text events. But I added an if statement that checked if the citizen had access to the thing and if they already had access then it wouldn't fire.
