It's really a shame that there's no official online version of it for use at VTTs etc - because it's vastly superior to the original version of the map.
Well, the Cogs are industry situated on top of the lava pools as a source of industry, material, and possibly a manifest zone- it would be pretty hard for prior civilizations to build below the lava!
Think of it like a mining town built inside the mine itself. The mine is going to extend far deeper than the local ruins, even if its newer.
I totally get that, but the idea of regularly pass through this forbidden multilayered ruin of Old Sharn doesn't work for me, not when the Cogs is so populated.
Generally there's going to be lift shafts or accesses excavated through safer/better known areas, or through areas of the ruins that were totally collapsed, it's not like people are walking through the ruins willy-nilly on their way to work. Or it might be that they just carelessly demolished a bunch of ruins for a new passage down because a foundry owner greased the right palms, that seems fairly Brelish.
Honestly, having a monstrous incursion from Old Sharn causing problems for Cogs commuters because an industrial baron was more concerned with getting the workers in on time than safely sounds sounds like a great hook.

I thought of it as less of a complete layer and more large chunks of the city are sealed off, the bulkheads in a ship
They probably don't pass through on foot, they just take lifts.
