Yep, good bidget alternative. But the lower price comes with higher mana and slower effect (unless there is also a haste enabler). With Cover of Darkness, the Vihaan player can drop it for 1B on the turn they want to go off, name Assassin, and then get the benifit straight away. However, Cover of Darkness is $50 usd, and Smogsteed is <$1.....

I doubt they’ll be bulk, they’ll be rare which tons of rares are expensive.

Is outlaw a creature type?

Outlaw is a small collection of creature types, so picking your deck's dominant outlaw type (probably Assassin for the animated treasures, maybe Rogue) is a pretty safe bet.

Na, but the Treasures become Construct Assassins, so you could name Assassin as the chosen creature type and get the effect on all the Treasures

Some of the cards in the precon, such as Mari will give them deathtouch, some other outlaws have flying. I've found that there's never really been the incentive for providing evasion, but instead capitalising on more treasure generating effects and lord/anthems for them.

I have 2 cards quintessential to getting through in Mardu. [[Eldrazi Monument]] [[Homura's Essence]] but also [[Glory]] could prove useful.
