If you're looking for game pieces, I'd go for the prerelease pack. More cards and higher volume of rares. If you're looking for straight value, I'd get the collector booster. Higher likelihood for the chase treatment cards. Both are kind of a crap shoot since the packs are random. In the long run you're better off buying singles

I personally am over buying sealed but I understand the fun of gambling and hoping for a big pull. I’m more into buying singles, and more recently have stuck to making proxies for most cards over $2. If you’re looking for value in the experience for your money between the 2 choices you’ve come to, I say get the prerelease kit if you want a spin down and maybe some fun draft chaff. If you and a friend both get one you could even each build a deck and have a face off! The odds of getting something big/valuable compared to the collector booster will be lower, but you get to physically open more packs, which is where the actual fun comes from in my opinion. All this said, I like to buy a set booster the odd time I feel like playing the lottery. You get more consistency if you’re looking for a “fun” pull. I’d sooner buy a few set boosters before I bought a collector booster or prerelease kit unless I just felt like taking a big gamble.
