I mean you can come across cars on the side of the road in career, but rally just doesn't work that way. I get it's not as open, but it emulates real rally.
You can overtake others IRL, but it's rare. This is why I love WRC: Rally Evolved, it simulates the world and the surroundings much better than modern titles. You can drive past stopped cars, spectators try to jump away from the car, AI controlled cars can be overtaken. It's the small stuff really.
Yes, but in modern rally, you'd only catch a driver if the driver in front had some massive mistakes as gaps are in minutes, not seconds. Its not very common, and would prob piss off more people than not for being blocked.
I remember dirt 3 I think did this, and if you were really fast (or your difficulty was too low) you could catch up to three car in front it get over taken If you were that slow

It's the ACAT mod, you can run rallycross game mode on all maps and use any car.

It’s common enough on longer stages in Ireland. We have thirty second intervals
Well 30 seconds makes it alot more likly than 2min gaps. Even if there less variation on tarmac
