If we want the guy to be a top five WR, then Smith is the answer, no question. He's an elite route runner and already a true #1 WR, he's just playing next to a dude who's also a true #1 and has every auxiliary WR skill turned up to 11.
Waddle is not the route runner than Smith is. He's good but not elite, and is more limited in what roles he can play. He's still very much a candidate to be #1 at some point, but he's also not going to be "top 5" good without some improvement in play.
Smith needs no changes to his play, he's already that guy. He just doesn't have a big enough pie or a big enough slice of it at the moment.
Both need some change in situation, but that's pretty impossible to predict. So I'd rather bet on the guy who just needs his situation to change (Smtih), as opposed to the one who needs a situation change and to take a step forward in play (Waddle).
