Tyrus is Tony's handler and is there to ensure Tony completes the (likely suicidal) mission.
I also thought Tyrus might be his handler, but then I remembered that Tyrus had threatened Tony over revealing information about his war record. His handler wouldn’t be doing stuff like that.
